I would like to suggest that the team at OSU consider methods with which mods could be used in Ranked play.
A first idea would be to add a 10% score penalty per mod added. The proper experts could add nuance to the exact penalty, but its existence must prevent mod abuse (e.g. HR for low AR maps) from becoming the meta strategy.
The main benefit of this would be to increase and maintain Ranked activity. I'm not sure if its possible to check the exact numbers, but a sizeable amount of the general osu playerbase "mains" or one-tricks HD on all maps. It's a safe assumption that this group would also be overrepresented on the higher end of the global leaderboards, who are more likely to enjoy an integrated competitive mode.
Mods in ranked could also be a source of content with which to promote osu. Players frequently lament the lack of content creators on reddit and other platforms. Thinking along the lines of "I hit Challenger with EZHD in LAZER's new Ranked play".
