2. There have been cases where people have made a PR even before creating an Issue, which is not acceptable.
3. Even if you have created an issue then you must ask for assignment and not immediately make a PR citing the issue, that is illegal.

If any more cases like those above are found, the PR will be tagged invalid or spam thus it will not be considered valid for Hacktoberfest 2020⚠. Let us make contributions ethical and fair. Thank you!❤
