Support CREATE TABLE in Pravega connector

The CREATE TABLE instruction in Pravega connector should do the following:

• Verify columns (See S3 connector)
• Maybe create stream on the Pravega
• Create entry for table in Schema Registry
• Maybe populate a JSON file to define the table
