Nested Router double-decodes path

To Reproduce

Steps to reproduce the behavior:

1. Go to https://codesandbox.io/p/sandbox/yrgg49
2. Change the URL path to /nested/child/%25

It throws a "malformed URI sequence" error. This does not happen with the non-nested route.

Expected behavior
The behaviour should be consistent between nested and non-nested routes
