Add --tag-libc and --tag-armv defaults

To achieve that, we first need to add corresponding environment variables to prebuildify: PREBUILD_TAG_LIBC and PREBUILD_TAG_ARMV.

Afterwards, remove these defaults from prebuildify-cross.
