Add Docker image for CI

Currently the setup for testing the Micro Manager is done manually in each GitHub Action workflow. This can be simplified and sped up by created a Docker image and pushing it to DockerHub. The image could potentially be based on one of the [preCICE Python bindings images](https://hub.docker.com/r/precice/python-bindings/tags).
