Is it Possible to install tools other than .cache location, which by default its pointing to ?

I am trying to check the possibility of installing certain tools into other location then to ~/.cache . the python script is used to install these tools. I would like to know whether its possible without changing script to point the installation into other location. second case is if i move the entire tools from ~/.cache to other location how is it going to effect my work, because moving means only work data can be moved but not binaries. i would be thankful for any suggestions on the above problem.
