Switch to batched optimisation using the neural-optimiser package.

• Rewrite workflow to integrate neural-optimiser
• Logging: custom logging levels (conformer, molecule, process)
• Doc-strings for new functions
• Unit testing (move all to CPU if GPU not available)
• Reimplement charge
