Accessibility fixes requested by Texas Tech

Texas Tech has requested to fix some accessibility issues for their network homepage. While most of them can be addressed by the network managers themselves, there are two that can't be addressed by them (easily) and need to be evaluated:

• In the contact form, add programmatic field purpose for email field to allow autocomplete.
• Hover effect for (red) buttons on network homepage is a colour only change

@MichSpieler what's their expectation for what happens to buttons upon hover? Colour change is generally considered acceptable as an accessible pattern: https://www.nngroup.com/articles/button-states-communicate-interaction/#:~:text=The%20hover%20state%20is%20triggered,Focus%20State. We could change the icon as well, I suppose?

4. Hover effect for the red buttons do not change beyond color change (which is also too vague for color blind)

They are saying colour alone is not enough (in this specific case the colour difference is not notable enough either, but that the network manager can fix). So if the evaluation is that colour change is enough, then we can write that back.

This may just be a difference of opinion here. I think it is enough, personally -- right now we apply a hover color and do cursor: pointer, which changes the cursor state upon hover), but if they want to further differentiate it with underlining or further cursor change, those should also be possible with Custom CSS. I don't think it would be something that we change at the code level for the theme itself, but others may have different opinions. I'd start with Christopher/Ricardo, but Ned is usually the trusted advisor for these kinds of questions.
