Deactivated books still appear in book count

A client has reported that deactivated books still appear in their institutional book count, but do not appear in the 'assign books' interface.

Expected behaviour: when a book is deactivated, it is removed from the total book count for whatever institution it is assigned to. Deactivated books should not count towards an institution's Pressbooks usage

@JohnMcLeod13 can you clarify expected behaviour for deactivated books on client networks? They should not count towards their book limit, correct?

Deactivated books still consume most of the resources, minus the bandwidth of activated books. I don't know if this is a big issue, but there seems to be a way to game the system by keeping a number of books deactivated, and only activate them when needed.

Currently, a deactivated book still counts on the network booklist. The BI dashboard displays books as All books - Deactivated books and don't count toward the book limit.

Ok, this isn't a bug, just a possible change in requirements. Please let us know what is the expected behaviour. @JohnMcLeod13 are you ok with the deactivated book counting? Any concerns about a network keeping a backlog of deactivated books that they turn on/off when needed to remain under that count?
