Certain release notes are counted as missed

In some PRs the user did not exactly follow the example resulting in the tooling reportin missing release notes when they are present.

2. Beginning of release note does not begin with *.

Both of these were types of release notes were reported as missing in the 0.295 release.

Seems like something that might be addressable in CheckReleaseNotesTask.java.
