Insert into bucketed but unpartitioned Hive table

Trino allows this https://github.com/trinodb/trino/pull/1127, but Presto does not : https://github.com/prestodb/presto/blob/master/presto-hive/src/main/java/com/facebook/presto/hive/HiveWriterFactory.java#L480

Lets support this in Presto as well. Its a good feature to have.
