`Build and deploy production` workflow fails on forks

This can be avoided by having the workflow check for secrets.AZURE_CLIENT_ID, secrets.AZURE_TENANT_ID, and secrets.AZURE_SUBSCRIPTION_ID and only running deploy if they're all available.
