feat: minimum extension configuration to Ferret #327
Description
There may be cases where Ferret is instantiated but the number of COTs which end up being needed do not justify the overhead of bootstrapping Ferret and can be done more efficiently using the underlying COT protocol (e.g. KOS).
Add a configuration option to Ferret which sets a threshold for when Ferret gets bootstrapped. A reasonable default for this can be determined empirically.
