• Rename parseTsconfig -> readTsconfig
• getTsconfig to only look at the path passed in (accepts tsconfig.json path or the directory - same as --project flag in tsc) defaults to cwd
• findTsconfig to find up a tsconfig based on a file path
• If given a file path to getTsconfig, check if the found tsconfig's includes matches the file path
• Move createPathsMatcher out to a different repo (TS resolver project?)
