Post Processor Check is incorrect on live environment.

The Post Processor is installed health check does not correctly report the package being installed in a published site where packages.config is not included in the deployment.

It should check for the DLL in the bin directory as an alternative to searching for the entry in packages.config, if packages.config is not found.
