Not published on hex?

It looks like this package is not on the published on hex repository. This means that it cannot be installed in the way that the README indicates.

The package on hex with the same name isn't the same package.
https://hex.pm/packages/libcluster_ecs is https://github.com/wuunder/libcluster_ecs

This would need a different name to be published on hex.
