[FEAT] Bump surge to 0.24+

Surge 0.24 was released on 2024-08-11 and the whole codebase has massively changed. For example, see sintaxi/surge@27be9fc#diff-2d38d4f5a146a39b201f83c8f3583811ca768436feb89dad75cdc08dc0081a14
Other patch releases have been published since then: https://www.npmjs.com/package/surge?activeTab=versions

We should bump the surge version (current version is 0.23.1) and check if we still need to patch it to fix the problem we used to solve.
