exhaustion of our connection pool (django project)

I suspect this changeset to be responsible of exhaustion of our connection pool (django project).
No more connections could be established, and our workers were failing continuously to process any job,
We rollback to the previous version and it prevented the issue to occur again.
Could be specific to django.

Is anyone else experiencing similar behavior ?

I see that there were reverts tied to this issue. Has the issue been resolved or is this issue meant to still be open? Thanks!
