Size Collapsed panels can't be re-opened

Describe the bug
UI panels that have been auto-closed using "Size Collapse" can't be forced open using toolbar buttons or keyboard shortcuts.

To Reproduce
Steps to reproduce the behavior:

1. Turn on "Size Collapse"
2. Set up Width Thresholds (i only tested for Server List, Members List, and Channel List, all set to 1000)
3. Make window smaller than threshold to auto-collapse panels
4. Attempt to use toolbar buttons or keyboard shortcuts to open

Expected behavior
I can't quite tell if this is a bug or just not how the plugin was designed, but i think using relevant toolbar buttons or keyboard shortcuts should open their respective panels no matter what. Auto-collapsing should not lock these panels shut.

This is unfortunately how it is currently supposed to work, but I can work on improving this functionality in future releases!
