Convert a given cluster spec file into custom xml outside the standard Data model specification. Have validation be part of the conversion to check that we do not get an invalid custom XML.
ZAP can currently load custom Matter XML as mentioned here https://docs.silabs.com/zap-tool/1.0.0/zap-users-guide/custom-xml#creating-your-own-custom-xml-in-matter.
We could have another follow up feature in ZAP where ZAP can collaborate with Alchemy and do the conversion as part of ZAP tool.
