Bring General RestartPolicy && Cron to MCAD

Hey all from the community.

Is there any plan on bringing General RestartPolicy && Cron capability to MCAD? Since most of the off-line workload systems like RayJob or MPIJob will need this, but they don't have it yet.

The GeneralTemplate seems can be adopted to any workload on Kubernetes. That might brings more convenience to develop such features compare to other Operators

BTW, is there any SLACK link for this program?
