[Feat]: Automatically reload TLS certificates

Is your feature request related to a problem? Please describe.

Right now it seems to be necessary to restart the complete zot server when a new TLS certificate has been issued.

Describe the solution you'd like

It would be great if zot could automatically recognize when the TLS certificate files are changed and reload them, or maybe react to some signal, so that you don't have to restart the entire server if the certificate renews (which is getting more and more frequent nowadays).

TLSConfig.GetCertificate() can load the latest cert everytime, which could be optimized to not read from disk every time.
