can we use a 64 bit compiler (aarch64) to compile this library ?

We are trying to build this library using 64 bit ARM compiler (gcc 10.x.x aarch64) - we have some issues.
What is the meaning, if we succeed, to compile the lib using aarch64, instead of arm compiler, with regards the CPU itself?
(As we know the CPU is ARM-A 32 bit processor)

I was able to get this library compiled for aarch64 by following the cross-compilation instructions in building.md
