Feature parity: add kernel / library bits to make Virtual Machine Manager flatpak or command line equivalent work

How to reproduce:

1. Install the Virtual Machine Manager flatpak.
2. Try to create a virtual machine:
   a. No connections

b. Try to create a system connection

c. Create a user connection:

    try anyway

d. Try to create a virtual machine

This may not work in Bluefin LTS either - it's been a while since I tried it and I remember having enough problems that I went back to Bluefin-DX.
