Parity: Podman Desktop kubectl setup failure

Steps to reproduce:

1. Install Podman Desktop flatpak.
2. Go into "Settings". Press the 'kubectl setup' button. It will download a package and ask you to press 'Next'.
3. Press 'Next'. You will have to enter your password to authenticate. After you do that, you'll receive this error message:

It's trying to write to a directory where it can't write even with root permissions.

'Compose setup' also fails the same way. I'm not sure how to capture where it's trying to write. I'll run this on regular Fedora-based Bluefin to see if it works there and figure out where it's writing if it does work.

It worked on bluefin-dx:latest. kubectl can be found at

On Dakota it looks like it's crashing trying to do a mkdir in a read-only filesystem. The logfiles were generated by uninstalling and reinstalling the Podman Desktop flatpak, then running it from the command line. This sends it to an onboarding process which attempts the kubectl setup.
