Create health check for whisker-backend

Currently whisker-backend has no health check built into the application. It would be helpful to have whisker-backend check that it's health, perhaps even make a call to Goldmane and if it fails then fail the health check?

With a health check a k8s probe could be added to kick the pod when it becomes unhealthy.
