Lack of visibility into the activity/progress of the periodic_resync thread #11579
Description
Expected Behavior
It should be easy to verify that the periodic resync thread is executing on a consistent schedule.
Current Behavior
The periodic resync thread sometimes does not progress/complete for long periods of time and without warning.
Possible Solution
Add another thread that monitors the progress of the periodic_resync thread and logs an error if it is completing too infrequently. The threshold for this alarm should be configurable.
Context
We've had issues where the resync thread fails to progress and we don't realize until much later.
