Slow down (or stop) refresh in case of errors

If a cloud card can't be accessed for some reason (e.g. wrong password, or cloud card doesn't exist, or server can't be reached, etc.), The plugin displays a warning sign in the UI. but it still keeps refreshing the cloud card. We may want to stop the refresh (or increase the interval) to avoid too many unnecessary requests.
