currently, when you click on the cog icon, you're sent to the cloud manager and automatically logged in.
there is a delay (several seconds) before the brower tab opens, which may cause a user to click the cog icon multiple times.
maybe a more common user expectation is that clicking a cog icon results in a dropdown menu rather than an immediate action
