Introduction

The "Star Shift" changes the semantics of the ! character from being a "context symbol" to being the "immutability symbol" that may appear after any context symbol. This also changes the format of "cloud numbers". Related to the Star Shift, another change is that peer roots may only contain a single contextual arc, e.g. (=!:uuid:1111) instead of ([=]!:uuid:1111).
