support net limiter?

Please describe your feature request:

in a lot of http reqs, we will occur some errors which is not well for users,so i wanna if this lib can support a net limiter to throttle reqs to get every or almost reqs can get resps successfully

of course, if this feature can realise in fastdialer,it will be better

Describe the use case of this feature:

1. in a situation with a lot of requests
2. in a situation of low or bad network speed
