Hand over to apache incubator

Is there any reason why this project is not handed over to apache? I found client apis for go, javascript and others within the apache (incubator) namespace but a client java api is missing there.
As this one looks quite promising, i wonder why this client api is not handed over to apache? (as it seems to be done with the other openwhisk projects).
