Need option to collect all units, not just "loaded"

Good day.

I have a problem that I can't monitor services, that is not loaded (not active and not enabled). So I can't tell that some services not running, when they should: they just disappear from metrics list.

My proposal is to make an option to collect all unit files with ListUnitFilesContext function instead of now used ListUnitsContext.
