searchTags filtering not applied to AWS/Backup metrics

Description

AWS/Backup metrics are not correctly filtered by searchTags, returning metrics for all resources in the region rather than only those matching the specified tags.

This is the same problem reported for AWS/CertificateManager in #1080. As noted in this comment by @LS80, the AWS/Backup namespace exhibits the same behavior: the _info metric correctly reflects the tagged resources, but the actual CloudWatch metrics include data for unrelated resources that do not match the searchTags filter.
