ci(update-go-versions): declare contents: write + pull-requests: write

peter-evans/create-pull-request pushes the
update-metrics-for-new-go-version branch and opens the chore PR via
secrets.GITHUB_TOKEN — both contents: write and
pull-requests: write are required.
