Release v1.10.0: bump deps & update translations

Prepare v1.10.0 release: add changelog entry and bump dependencies. Update composer.json to require wp-pay/core ^4.32 and refresh composer.lock with multiple package upgrades (notably automattic/jetpack-autoloader v5.0.16, giggsey/libphonenumber 9.0.27, justinrainbow/json-schema 5.3.3, pronamic/wp-datetime v2.2.0, pronamic/wp-number v1.4.1, wp-pay-extensions/woocommerce v4.14.1, wp-pay/core v4.32.0, plus various wp-cli and symfony updates). Also update package.json/package-lock.json, refresh translation files (.pot, de_DE, fr_FR, nl_NL) and adjust plugin/readme metadata as part of the release preparation.
