protobufjs-cli 1.2.0 is not the "latest" in npm

Hi. I believe protobufjs-cli@1.2.0 was released in April via #2035
However, the 1.1.3 release is still the one with the "latest" dist-tag in npm: https://www.npmjs.com/package/protobufjs-cli?activeTab=versions

Is that intentional? Or did something possibly get missed with the release-please release?

Similar to #2094. I think the build system doesn't work anymore for changes within lib/ and cli/.
@mkruskal-google @sofisl is there any chance to get it fixed?
