add file to web plugin

@curtismchale can you add file to web plugin to the following sites:

• https://delaware-county-in.proudcity.com/
• https://presentation-ca.proudcity.com/

Does anything need to happen once the plugin is activated? If not, could you also add to https://princetonma.gov/ but leave deactivated?

If you do need to do things once activated, lets come back to Princeton once we have closed out all p1's.
