Wrong time format of Timestamp filter calendar

Describe the bug (Actual behavior)

We have two different time format at Messages tab (24h) and in timestamp calendar (12h) , seems like be better if this formats will be the same.

Expected behavior

The time format that we see in the table , will be the same in timestamp calendar. (mean 12h/12h)

Set up

http://localhost:8080 - with docker image e2e-checks.yaml

Steps to Reproduce

1. Open the messages tab of topic with existed messages
2. Select seekType like "Timestamp"
3. Click on input field of seekType filter
4. Check the calendar time-input format
5. Compare it with timestamp of messages in table
