Describe the bug (Actual behavior)
Messages filtering by seek type (Offset, Timestamp) is broken within Topic profile

Expected behavior
Should be possible to filter messages by Offset/Timestamp

Set up

Steps to Reproduce

1. Login to kafka-ui
2. Navigate to Topics
3. Select the Topic
4. Turn to Messages tab
5. Add new messages
6. Select seek type (Offset/Timestamp)
7. Press Submit
