Wizard: There is no validation in case of submitting new configuration with not right Bootstrap Servers

Describe the bug (Actual behavior)
System is submitting the configuration in case the not right Bootstrap Servers is added without any validation

Expected behavior
User should see that for not right Bootstrap Server not possible to configure components

Set up

• The 'wizard' branch
• DYNAMIC_CONFIG_ENABLED: true (kafka-ui-arm64.yaml)

Steps to Reproduce

1. Open the dashboard
2. Configure new Cluster
3. Fill required fields
4. Let the Bootstrap Servers to be not existing
5. Configure any component (f. ex. Schema Registry)
6. Fill required fields
7. Press Submit

@armenuikafka this is the discussible thing.
Cases to consider:

1. When you configure for existing infrastructure - then validation should be applied before submit.
2. When you configure for non-existing infrastructure (that will be crated after) - then validation will be failing, but we still may want to submit configuration.

Potential solution:

1. call Validate on Submit
2. if Validate is not successfull then show a dialog "Some configuration is not valid, submit config? " where used choosing what to do (cancel/submit)
