Feature Request: Add a "kind" option for function parameters

Hi,

I think it would be nice to have the option to check if all function parameters (and the return value?) of a function are documented. Currently, function parameter documentation seems to be ignored.

From my point of view, this makes sense.
However, I don't know if I find the time to implement this any time soon..
