Bug during maintenance

Current Behavior

During maintenance, the console output is not displayed.

Expected Behavior

It would be useful to display it so that, in cases where a server is being transferred from one node to another, the transfer progress can be shown even during maintenance.

Steps to Reproduce

1. Put the node into maintenance mode.

2. Transfer the server to another node.

3. View the console.
