Improve accessibility of Footer

Please describe the desired behavior.
Currently the footer has some elements whose accessibility can be improved by adding proper description.

These problems include the empty link problem, suspicious link text ('here' in the footer) and empty heading issue for the social icons as flagged by lighthouse and WAVE.
