With disabled photos app the option to create an album during upload is offered #1553

Describe the bug
When disabling the default nextcloud photo app the option to create an album is still present during upload.
This then leads to an error.
Steps To Reproduce
- Disable default photo app
- Upload a picture and chosse to create an album
- Upload and album creation fail
