Move Resource options up a level and reference pages to Reference section #16706
Description
"Resource options" (the main page that explains the concept) should be moved up a level (from underneath "Resources") to increase discoverability.
The individual resource option pages should be under Reference -> Resource Options. This means that Resources -> Overview should be titled "Resources" and be named resources.md.
