Allow 3-part naming org/project/env for environments in pulumi stack config #612

Currently in stack config, environments cannot have the org part in the name. we should allow

environment:
  - proj/env
  - org/proj/env # <-- we don't currently allow this

Unsure if this fits in this ticket as well, but should we allow this for ESC imports also?
