run-upstream-tests repeatedly running out of disk space

Ops issue raised here:

I've attempted to remediate by clearing the Actions caches with no luck.

We should increase runner size to unblock; followed by auditing if we still need to run these tests (they're meant to cover changes to upstream we've made via patches).
