ZoneSetting Error 1007 Invalid Value

Hello,
there is an issue on v6 provider (tested on 6.2.1 and 6.4.1) when I update opts of ZoneSetting resources without any change of args, eg. I change ignoreChanges, the cloudflare API returns 1007 Error, Invalid value for zone setting ...
It looks like the provider is trying to patch with empty object (with the diff, which in this case is an empty object).

Hi there @buric, thanks for filing the issue! Can you please elaborate more on the exact problem? You mention not changing args but instead changing ignoreChanges. What fields are being ignored or no longer being ignored? Because if you no longer ignore fields then they are added to the change set (same if you changed args)

It doesn't matter what I change in opts, it can be parent, ignoreChanges etc. pulumi will think I am changing something so it does an API request with an empty object (as that is the diff) and it would fail.
